The scope of the journal may develop in accordance with emerging scientific disciplines, technological advancements, and contemporary research needs in informatics and information technology.

Aims of the Journal

NURTECH aims to:

1. Provide a scholarly platform for researchers, academics, practitioners, and students to disseminate research findings in informatics and information technology.
2. Promote the advancement of scientific knowledge and technological innovation through rigorous, relevant, and sustainable research.
3. Facilitate the exchange of scientific knowledge, ideas, methodologies, and technological developments among academics, researchers, practitioners, industry, and other stakeholders.
4. Encourage the application of information technology to address real-world problems and societal challenges.
5. Promote the development and application of technology that considers ethical principles, academic integrity, security, sustainability, and societal benefits.
6. Contribute to the development of a strong research and scholarly publication ecosystem in informatics and information technology at national and international levels.

Peer Review Process

NURTECH: Journal of Informatics and Technology applies a rigorous and transparent peer-review process to ensure the quality, originality, relevance, and academic integrity of all manuscripts submitted for publication. The review process is designed to provide an objective assessment of each manuscript and to support authors in improving the scholarly quality of their work.

1. Initial Editorial Screening

All submitted manuscripts are first screened by the Editorial Team to determine their suitability for the journal's Focus and Scope, compliance with the journal's author guidelines, academic writing standards, and basic methodological requirements.

The editorial screening may include an assessment of:

• Relevance to the journal's scope;
• Originality and scientific contribution;
• Compliance with the manuscript template and submission requirements;
• Completeness and clarity of the manuscript;
• Research methodology and data presentation;
• Ethical considerations; and
• Potential plagiarism or other forms of academic misconduct.

Manuscripts that do not meet the basic requirements may be returned to the authors for revision or rejected before entering the peer-review stage.

2. Peer-Review Process

Manuscripts that pass the initial editorial screening are assigned to at least two independent reviewers with relevant expertise in the subject area of the submitted manuscript.

NURTECH primarily applies a double-blind peer-review system, in which the identities of the authors and reviewers are concealed from each other throughout the review process.

Reviewers are expected to evaluate manuscripts objectively and provide constructive comments regarding the scientific quality and contribution of the manuscript.

The review generally considers the following aspects:

1. Originality and novelty of the research;
2. Relevance and significance of the research problem;
3. Clarity of research objectives;
4. Adequacy and appropriateness of the research methodology;
5. Validity and reliability of data and analysis;
6. Clarity and consistency of the results and discussion;
7. Contribution to the development of knowledge and technology;
8. Quality and relevance of references;
9. Organization, clarity, and academic quality of the manuscript; and
10. Ethical considerations related to the research and publication.

3. Reviewer's Recommendation

After evaluating the manuscript, reviewers may recommend one of the following decisions:

• Accept – The manuscript is suitable for publication without major revisions.
• Minor Revision – The manuscript requires limited revisions before publication.
• Major Revision – Substantial revisions are required, and the revised manuscript may be subject to further review.
• Reject – The manuscript does not meet the journal's academic, methodological, or scope requirements.

The final editorial decision is made by the Editor-in-Chief or designated Editor based on the reviewers' recommendations, the quality of the manuscript, and the journal's editorial policies. A recommendation from a reviewer does not automatically determine the final decision.

4. Revision Process

When revisions are requested, authors are required to submit a revised manuscript within the period specified by the Editorial Team. Authors should address all reviewer comments carefully and provide a clear response explaining the revisions made.

The revised manuscript may be returned to the original reviewers for further evaluation when necessary. The editorial team reserves the right to request additional revisions if the manuscript does not adequately address the reviewers' concerns.

5. Reviewer Selection

Reviewers are selected based on their academic expertise, research experience, publication record, and relevance to the subject matter of the manuscript. The Editorial Team makes reasonable efforts to avoid assigning reviewers who have conflicts of interest with the authors or the research being evaluated.

Reviewers should disclose any potential conflict of interest to the editor before accepting an assignment. If a conflict exists, the reviewer should decline the review.

6. Confidentiality

All manuscripts submitted to NURTECH are treated as confidential documents. Reviewers must not disclose, reproduce, distribute, or use unpublished information contained in a manuscript for personal or professional purposes.

Reviewers are also prohibited from sharing manuscripts or discussing their contents with individuals outside the authorized editorial and review process.

7. Reviewer Ethics and Responsibilities

Reviewers are expected to:

• Conduct reviews objectively and professionally;
• Provide constructive and academically relevant feedback;
• Evaluate manuscripts based on their scholarly merit rather than personal opinions;
• Identify relevant published works that may not have been cited by the authors;
• Report any suspected plagiarism, data fabrication, falsification, or other forms of academic misconduct to the editor;
• Maintain the confidentiality of the manuscript;
• Avoid using unpublished information for personal advantage; and
• Complete the review within the agreed timeframe or notify the editor if additional time is required.

8. Editorial Independence

The editorial decision is based on the scholarly quality, originality, relevance, and methodological rigor of the manuscript. NURTECH does not guarantee publication based on the author's institutional affiliation, academic position, nationality, personal background, or other non-academic considerations.

The Editorial Team reserves the right to reject a manuscript at any stage of the publication process if serious ethical violations, methodological problems, plagiarism, or other forms of academic misconduct are identified.

9. Review Timeline

NURTECH strives to conduct the peer-review process efficiently while maintaining academic rigor. The review timeline may vary depending on reviewer availability, manuscript complexity, revision requirements, and other editorial considerations.

Authors will be informed of the editorial decision through the journal's online submission and editorial management system.

10. Appeals

Authors who believe that an editorial decision was made based on a significant misunderstanding or procedural error may submit a formal appeal to the Editorial Team.

An appeal must provide clear and objective reasons and should address specific concerns regarding the review or editorial decision. Appeals based solely on disagreement with the reviewers' academic judgment may not result in a change of decision.

The Editor-in-Chief will review the appeal and determine whether further evaluation is warranted. The decision following an appeal is considered final.

Publication Frequency

NURTECH: Journal of Informatics and Technology is published twice a year, in June and December. Manuscripts are accepted throughout the year and undergo editorial screening and double-blind peer review prior to publication.

This journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge.
